This consultancy provided institutional strengthening to PACT as an Accredited Entity of the Green Climate Fund (GCF) in its requirement to show compliance with policies, standards, and procedures, consistent with the Master Agreement between the GCF and PACT. The consultancy ensured consistency between PACT’s procedures and processes and the Monitoring and Accountability Framework, and Results Management Framework defined by the GCF. The consultancy updated the Trust’s Environmental and Social Management Framework (ESMF) and a Policy on Gender and Equality (PGE) and associated Monitoring toolkit, as well as the creation of a Policy for sexual exploitation, sexual abuse, and sexual harassment (SEAH), followed by requisite trainings in their use. These reforms to institutional policies and capacity building are essential to the process of PACT’s scaling up its Green Climate Fund (GCF) accreditation status from Category C/I-3 to Category B/I-2.
